BOWLING GREEN, KY – May 28, 2025 – The Kentucky Association of Sexual Assault Programs (KASAP) will present Representative Rebecca Raymer (District 15) with its Champion for Justice Award in a public ceremony at Med Center Health in Bowling Green.
Raymer, who represents Butler and Muhlenberg Counties, sponsored two critical pieces of legislation in the 2025 session aimed at strengthening Kentucky’s response to sexual violence in emergency settings:
- HB219 amends KRS 216B.400 to require mandatory training for emergency department staff on sexual assault response protocols, developed in collaboration with the state’s Sexual Assault Response Team Advisory Committee.
- HSC 20 directs the Legislative Research Commission to study geographic gaps in access to Sexual Assault Nurse Examiners (SANEs) and barriers to forensic exams in emergency departments.
“These legislative victories represent a significant step forward in equitable, trauma-informed care, especially for rural hospitals and the survivors they serve,” said Jenna Cassady, KASAP Staff Attorney.

The award presentation will be held at Med Center Health, a SANE-Ready facility in Bowling Green.
