Major Legislative Wins for Survivors Headed to Governor’s Desk
We’re excited to share some major progress for survivors and community safety in Kentucky. Three of KASAP’s priority bills have passed unanimously in both the House and Senate and are now on Governor Andy Beshear’s desk awaiting his signature.
These bills represent important steps forward in protecting survivors, closing gaps in the law, and strengthening prevention efforts across the Commonwealth.
The Bills
HB 4 — Criminalizing Grooming of Minors
This bill closes a critical gap in Kentucky law by making grooming of minors a prosecutable offense. By addressing predatory behavior before it escalates, HB 4 helps keep children safe. Thank you primary sponsor Rep. Marianne Proctor.
HB 134 — Expanding Access to Sexual Assault Nurse Examiners
HB 134 ensures more survivors across the state can access timely, high-quality forensic medical care through sexual assault nurse examiners (SANEs). This expansion strengthens Kentucky’s response to sexual assault and improves support for survivors. Thank you to Rep. Rebecca Raymer for working with KASAP on this bill!
HB 521 — Strengthening Stalking Laws
HB 521 updates and enhances Kentucky’s stalking statutes, providing stronger protections for survivors and holding perpetrators accountable. Thank you to Rep. Steven Rudy for working with KASAP on this bill!
A Truly Bipartisan Effort
All three bills passed with unanimous, bipartisan support in both chambers of the General Assembly. This incredible show of collaboration reflects the shared commitment of Kentucky lawmakers to protect survivors and prevent sexual violence in our communities.
Next Steps
These bills are now on Governor Beshear’s desk for his review. Once signed into law, they will take effect immediately, bringing stronger protections to children and survivors throughout the Commonwealth.
