Frankfort, KY — October 3, 2025 — The Kentucky Association of Sexual Assault Programs, Inc. (KASAP), the coalition of Kentucky’s 13 rape crisis centers, announces the appointment of Lisa Tobe, MPH, as its next Chief Executive Officer. Lisa officially assumes the role on November 3, 2025.
For more than 20 years, Lisa has led community-driven efforts that unite people to end sexual violence, advance equity, and transform systems. As founder of Wildflower Consulting, she has partnered with coalitions and communities to create lasting change. She previously directed the Center for Health Equity with Louisville Metro Department of Public Health and Wellness. As a survivor of sexual violence herself, Lisa brings lived experience alongside her expertise in public health, trauma-informed leadership, and coalition building—equipping her to amplify survivor voices, strengthen Kentucky’s network of rape crisis centers, and advance prevention efforts statewide.
“The courage of survivors and the dedication of advocates across Kentucky inspire everything we do,” Tobe said. “I began my career as a VISTA Volunteer in Kentucky’s Appalachian Mountains, and this work has taught me the importance of curiosity, compassion, and humility. My deep Kentucky connections—from rural Appalachia to Louisville Metro—have shown me both the challenges we face and the strength of our communities. Together, we will build on KASAP’s powerful history—supporting the 13 regional
centers, advancing prevention, dismantling systems that enable violence, and ensuring every survivor is believed and has access to the care they deserve.”
The KASAP Board of Directors highlighted Tobe’s values-driven leadership and commitment to collaboration.

Since its founding, KASAP has worked to end sexual assault and support survivors through prevention, collaboration, advocacy, training, and capacity building. Under Lisa’s leadership, the coalition will continue strengthening Kentucky’s rape crisis centers, advocating for systemic change, and elevating
survivor voices across the Commonwealth.
